Understanding HSE Improvement Notices for First Aid

The Health and Safety Executive (HSE) uses several tools to enforce compliance with health and safety law. One of the most common is the Improvement Notice.

What is an Improvement Notice?

An Improvement Notice is issued when an inspector finds that an employer is breaking the law, but the situation is not an immediate danger. The notice:

  • Identifies the legal duty that has been breached.
  • Explains what must be done to put it right.
  • Sets a deadline, which must be at least 21 days.

If the employer fails to act, HSE can take the matter to court.

First Aid and Improvement Notices

  • No trained first aider available.
  • First aid kits that are missing key items or are out of date.
  • Inadequate provision for high-risk work areas or lone workers.

While traditional HSE first aid kits are still accepted, many inspectors now expect businesses to use BS 8599-1 (2019) compliant kits, which include a wider range of items. If kits are incomplete, expired, or poorly placed, this can trigger an Improvement Notice.
